The Francis Case building was named by the students for Francis Higbee Case (1896-1962) south Dakota's congressman more than 25 years - 14 years in the House and 11 1/2 in the Senate.  during his tenure, he was influential in the establishment of Ellsworth Air Force Base.

It is appropriate that the Francis Case building stands so close to the Badger Clark building as the two men were friends.

Built in 1964, it was a 26-classroom facility and the fourth building to be opened by the Douglas School System in a four-year span.  Built at a total cost of $556,441, it was designed to house 650 elementary students.  The L-shaped, one-story building featured the self-contained classroom, library resource center, administrative suite and multipurpose room.  Later, six more classrooms and a gymnasium were added.
